On June 10, 2009, the Business-University-Research-Institute Cooperation Facilitating Meeting, held by Nangang District Government with Harbin Institute of Technology at HIT, was attended by government officials like Zhao Min, head of Heilongjiang Department of Technology, Pu Yi, head of Harbin Commission of Publicity and Zhang Huitao, Party Committee Secretary of Nangang District, and representatives from some companies and research institutes. During the event, Shangyang Packaging entered into a strategic cooperation agreement for talent development with HIT.
